"Can you make a game in Unity that's local multiplayer, but each player has their own screen?"

Yes, you can. It's a recent addition to Unity called Multi-display. You can set a camera to display on a particular screen by setting the "Target Display" option in the Inspector.

You can also control this from code. Unity supports up to 8 screens, so with the right graphics card you could make an 8-player game like this :)
